Ultimate and exclusive right (conferred by a lawful claim or title, and subject to certain restrictions) to enjoy, occupy, possess, rent, sell (fully or partially), use, give away, or even destroy an item of property. Ownership may be 'corporeal' (title to a tangible object such as a house) or 'incorporeal' (title to an intangible something, such as a copyright, or a right to recover debt). Possession (as in tenancy) does not necessarily mean ownership because it does not automatically transfer title.&lt;br /&gt;&lt;br /&gt;The reason I am bringing this up is that my supervisor Jamie Tan and Maintenance Manager Gary Hill have been telling me that I a MPE have "ownership" of the DBCS's that I have been maintaining on Tour 3 at MLS P&amp;DC. I completely disagree with both of them. I have told them that the Postal Service is the owner of the machines. That I only maintain and repair them.&lt;br /&gt;&lt;br /&gt;Here is a good analogy for everyone. Most everyone owns or has owned a vehicle at sometime in their life. Now part of being an owner of that vehicle is taking care of the maintenance of that vehicle. As the owner, you do the scheduling on when you would like the maintenance to be done on your vehicle and who you want to do the maintenance of that vehicle. Now myself as a MPE, I feel that I am "NOT" the owner since I do not actually own any of this postal equipment nor do I schedule when the work is to be done or who is to do the work on this postal equipment. &lt;br /&gt;&lt;br /&gt;So, since my supervisor Jamie Tan is the individual that schedules when the work is to be done and who is to do the maintenance work on the postal equipment. As of this time I have not received any written response to this letter. But, I did try to ask Mr. Belair via his new electronic discussion board which was the best way to contact him for a response either by his electronic discussion board or via a certified letter. When I read his response to my question on the discussion board I felt that he had not answered the question that I had asked him. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;9 Sept 2009&lt;br /&gt;&lt;br /&gt;Mr. Belair,&lt;br /&gt;&lt;br /&gt;Thank you for the town hall style meeting that took place at MLS P&amp;amp;DC just a short time ago. I think that it helped some individuals make up their minds whether they were going to take this early out incentive that USPS is currently offering to the APWU and NPMHU. You also pointed out that the Postal Service is in a crisis and that all of us should be doing our part in maintaining costs.&lt;br /&gt;&lt;br /&gt;I would like to bring to you attention that your Maintenance Department was in the process of excessing five Tour 2 ET's to Tour 1. However, due to the agreement between the USPS, APWU, and NPMHU all excessing was supposedly put on hold until at least October 9, 2009 for this early out incentive. Therefore, your Maintenance Department at MLS P&amp;amp;DC is now going to detail these same five employees to Tour 1 at MLS P&amp;amp;DC to be able to go around the agreement between the USPS and APWU. In addition, you spoke of how the Postal Service should be trying to save money. Then I am curious why we would be detailing these five individuals and going to pay them out-of-schedule pay to work on Tour 1. These five ET's are being told that it is due to needs of the service for them to move to Tour 1. Nevertheless, if that was so why has not your Maintenance Department filled the empty ET Level 10 positions on Tour 1. Instead, they have withheld these positions. I admit that I am not privy to what is going on in our Maintenance Department at the higher levels. (e.g. Investigative, Safety, Accident, Mystery Shopper)&lt;/p&gt;&lt;p&gt;The above right is guaranteed by the National Labor Relations Act, reinforced by the U.S. Supreme Court in 1975 in &lt;em&gt;NLRB v. J. Weingarten&lt;/em&gt;, and violation of that right has been found to be an Unfair Labor Practice.&lt;/p&gt;&lt;p&gt;Simply stated, your Weingarten Rights provide that you may request and management must provide a Union Representative to accompany you to all interviews that you believe might result in disciplinary action.&lt;/p&gt;&lt;p&gt;However, that right is &lt;strong&gt;not automatic&lt;/strong&gt;. You must exercise your right by notifying management of your desire to have a Union Representative present during an interview. If the management official advises you that no disciplinary action will be initiated against you as a result of the interview, it is not necessary to provide a Union Representative.&lt;/p&gt;&lt;p&gt;Any questions concerning your Weingarten Rights or your rights during a management initiated interview process should be directed to your Chief Grievance Officer or by calling the Local's office for further details.&lt;/p&gt;&lt;h3 class="order"&gt;Your Rights During an OIG Investigation: Garrity and Kalkines&lt;/h3&gt;&lt;p&gt;The Postal Service has been transitioning from Postal Inspector investigations to Special Agents in Charge of the Office of Inspector General investigations for over a year now. While Weingarten and Miranda Rights will still be afforded, Special Agents use Kalkine or Garrity warnings in interrogations that everyone should become familiar with. &lt;/p&gt;&lt;h3 class="order"&gt;Garrity Rights:&lt;/h3&gt;&lt;p&gt;Protects the employee from having to choose between self incrimination and job forfeiture for failing to cooperate. The individual has the right to not be threatened with discharge in order for the OIG to secure incriminating evidence that would be used against them for arrest and prosecution. Miranda Rights would be applicable here.&lt;/p&gt;&lt;h3 class="order"&gt;Kalkines Rights:&lt;/h3&gt;&lt;p&gt;If the individual is given immunity from criminal prosecution, the employee is required to cooperate in the investigation even if the information solicited could be used for discharging the employee.&lt;/p&gt;&lt;p&gt;Special Agents do not have the authority to grant immunity from criminal prosecution. However, if Special Agents provide the form "Administrative Warning: Duty to Cooperate" that means that the OIG has obtained such a waiver of prosecution.&lt;/p&gt;&lt;h5&gt; ** Your Key Right Is You Always Have The Right for a Union Representative To Be Present During An Interrogation. Even if the OIG / Postal Inspection Service says, "If you Cooperate, You Won't Go to Jail". This is to Scare You, Into Waiving Your Rights. This is a work week that has the employee working 10 hours each day for 4 days a week. This gives that employee 3 days off each week. I will list below the hours I believe to be correct for the tours I am aware of:&lt;br /&gt;&lt;br /&gt;Tour 1 2200 till 0830&lt;br /&gt;Tour 2 (hours worked are unknown to me can anyone give them to me?)&lt;br /&gt;Tour 3 Noon till 2230 and 1300 till 2330&lt;br /&gt;&lt;br /&gt;So looking at the above 4/10 workers I would have to ask why does Tour 3 have two different start times for their workers?&lt;br /&gt;&lt;br /&gt;Now then we have some other maintenance craft employees that their hours were not changed. These employees are the MOS clerks in maintenance that are used in Tool and Parts. Why were not these employee's hours not realigned to match their maintenance workers that they support? Management thought that maintenance employees on the floor only needed a 30 minute overlap for any interaction between the tours. So why is it that Management did not do the same with the MOS clerks? Instead, of 30 minute overlap in some instances you are looking at 1 1/2 hours of overlap.Why is this? I could only guess at one of the reasons like not wanting to change any of the level 7 MOS clerks to correspond to the Tour 2 that they are currently on. It might just be inconvenient for some of them. Well this whole realignment for MLS maintenance tour hours has not been convenient for many individuals. So why should they be singled out for not being affected? If that one does not give you enough information you can also use Zillow to look up about individual homes. On &lt;a href="http://www.zillow.com/"&gt;Zillow&lt;/a&gt; you can find out when the house was built, square footage of the home, and even the parcel number of the home for the county it is in.&lt;br /&gt;&lt;br /&gt;For all of you San Diego people there is another website that is fun for you to look up information on yourself, friends and neighbors. That website is run by the &lt;a href="https://www.sdctreastax.com/ebpp3/%28ik44ps55j3fhvz451jjvr055%29/Start.aspx"&gt;San Diego County Treasurer-Tax Collector&lt;/a&gt;. I think I actually touched a nerve finally with a few individuals.&lt;br /&gt;So I would like to share this with all of you.&lt;br /&gt;&lt;br /&gt;On Thursday, July 9, 2009 I did this posting concerning "Personalization of your work area in the Postal Service" and on 14 August I got these two responses to this posting that I am showing below.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;Anonymous on August 14, 2009 8:14 PM  said...&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt; Seriously, do you have nothing better to do? If you are so fed up with management, why are you not active in becoming one? I know why. Because it takes "Huevos", discipline,character,integrity,unbiased     to the bigger picture of earning a pay check without feeling entitled to stickers,because you work for the goverment.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt; Welcome to the real world, in which managers call the shots. I do not work for the Govt,but I can assure you that nobody denies your patriotism. If you've seen Band of Brothers on HBO or the History Channel, you know Shifty. His character appears in all 10 episodes, and Shifty himself is interviewed in several of them. &lt;br /&gt;&lt;br /&gt;I met Shifty in the Philadelphia airport several years ago. I didn't know who he was at the time. I just saw an elderly gentleman having trouble reading his ticket. I offered to help, assured him that he was at the right gate, and noticed the "Screaming Eagle", the symbol of the 101st Airborne, on his hat. &lt;br /&gt;&lt;br /&gt;Making conversation, I asked him if he'd been in the 101st Airborne or if his son was serving. He said quietly that he had been in the 101st. I thanked him for his service, then asked him when he served, and how many jumps he made. &lt;br /&gt;&lt;br /&gt;Quietly and humbly, he said "Well, I guess I signed up in 1941 or so, and was in until sometime in 1945 . . . " at which point my heart skipped. &lt;br /&gt;&lt;br /&gt;At that point, again, very humbly, he said "I made the 5 training jumps at Toccoa, and then jumped into Normandy . . . . do you know where Normandy is?" At this point my heart stopped. &lt;br /&gt;&lt;br /&gt;I told him yes, I know exactly where Normandy was, and I know what D-Day was. At that point he said "I also made a second jump into Holland, into Arnhem." I was standing with a genuine war hero . . . . and then I realized that it was June, just after the anniversary of D-Day. &lt;br /&gt;&lt;br /&gt;I asked Shifty if he was on his way back from France, and he said "Yes. And it's real sad because these days so few of the guys are left, and those that are, lots of them can't make the trip." My heart was in my throat and I didn't know what to say. &lt;br /&gt;&lt;br /&gt;I helped Shifty get onto the plane and then realized he was back in Coach, while I was in First Class. I sent the flight attendant back to get him and said that I wanted to switch seats. When Shifty came forward, I got up out of the seat and told him I wanted him to have it, that I'd take his in coach. &lt;br /&gt;&lt;br /&gt;He said "No, son, you enjoy that seat. Just knowing that there are still some who remember what we did and still care is enough to make an old man very happy." His eyes were filling up as he said it. And mine are brimming up now as I write this. &lt;br /&gt;&lt;br /&gt;Shifty died on June 17 after fighting cancer. &lt;br /&gt;&lt;br /&gt;There was no parade. &lt;br /&gt;&lt;br /&gt;No big event in Staples Center. &lt;br /&gt;&lt;br /&gt;No wall to wall back to back 24x7 news coverage. &lt;br /&gt;&lt;br /&gt;No weeping fans on television. &lt;br /&gt;&lt;br /&gt;And that's not right. &lt;br /&gt;&lt;br /&gt;Let's give Shifty his own Memorial Service, online, in our own quiet way. Why should management be doing this? What reason do they have for it? The current maintenance window for the AFCS's is for Tour 2 to do the work. So with 5 fewer ET's available on Tour 2 to do maintenance work on the AFSM, TACS, Merlin, AFCS, DIOSS, DBCS's, and CIOSS how will this affect the other ET's on Tour 2? What will the ET's that are going to be moved to Tour 1 be working on? Will it be the AFSM or doing area assurance on the automation letter sorting machines at MLS? Who knows what management has in store for them?&lt;br /&gt;&lt;br /&gt;So my condolence's go out to the five ET's who management is looking at moving to Tour 1 that I have listed below:&lt;br /&gt;&lt;br /&gt;1. Next, like to "Welcome" Bruce from Tour 1 to Tour 3 at MLS and to Bernie who is going to take over his Bruce's old job on Tour 1. Like some of the examples that I will provide:&lt;br /&gt;&lt;br /&gt;1. Lee Miller's office with his golf memorabilia and his other personal items.&lt;br /&gt;2. Charger and Zena cutouts on the MLS plant floor by the printshop.&lt;br /&gt;3. Supervisor's desk on the workroom floor with family pictures and flowers.&lt;br /&gt;4. Mules on workroom floor with stickers and flag's on them.&lt;br /&gt;&lt;br /&gt;So what is wrong with maintenance personal having family pictures, American Flags, or other items on their toolboxes? Are we not all Postal employees? Why is there such a disparate treatment between the employees? I do not care if the Postal employees are managers, supervisors, or craft employees. "All Postal employees" should be treated when it comes to personalizing their personal workspace. All of us work inside or on Postal property so the same rules should apply to all employees on personalization of their workspace. Little about me, I work at MLS on T-3 as a MPE. I look forward to trying my hand at this. I do not know how long I will have it. But, that I will do my best to keep it going and interesting. So, how will the clerks be receiving their mail over on the DBCS's? Will it be now by the pallet? Or will more clerks be excessed from Tour 3 and have to move to Tour 1 or become PTR clerks? Has anyone heard about what is going on?&lt;br /&gt;&lt;br /&gt;I would love to hear about what is going on out at the different stations around the city and county of San Diego. (A Story to think about)</title><content type='html'>Each year I am hired to go to Washington , DC , with the eighth grade class from Clinton, WI where I grew up, to videotape their trip .. I greatly enjoy visiting our nation's capitol, and each year I take some special memories back with me. This fall's trip was especially memorable. On the last night of our trip, we stopped at the Iwo Jima memorial. This memorial is the largest bronze statue in the world and depicts one of the most famous photographs in history -- that of the six brave soldiers raising the American Flag at the top of a rocky hill on the island of Iwo Jima , Japan , during WW II. Over one hundred students and chaperones piled off the buses and headed towards the memorial.. I noticed a solitary figure at the base of the statue, and as I got closer he asked, 'Where are you guys from?' I told him that we were from Wisconsin. 'Hey, I'm a cheese head, too! Come gather around, Cheese heads, and I will tell you a story.' (James Bradley just happened to be in Washington, DC, to speak at the memorial the following day. He was there that night to say good night to his dad, who had passed away. He was just about to leave when he saw the buses pull up. I videotaped him as he spoke to us, and received his permission to share what he said from my videotape. It is one thing to tour the incredible monuments filled with history in Washington , DC , but it is quite another to get the kind of insight we received that night.) When all had gathered around, he reverently began to speak. (Here are his words that night.)&lt;br /&gt;&lt;br /&gt; 'My name is James Bradley and I'm from Antigo, Wisconsin . My dad is on that statue, and I just wrote a book called 'Flags of Our Fathers' which is #5 on the New York Times Best Seller list right now. It is the story of the six boys you see behind me. 'Six boys raised the flag. The first guy putting the pole in the ground is Harlon Block. Harlon was an all-state football player ... He enlisted in the Marine Corps with all the senior members of his football team. They were off to play another type of game. A game called 'War.' But it didn't turn out to be a game. Harlon, at the age of 21, died with his intestines in his hands. I don't say that to gross you out, I say that because there are people who stand in front of this statue and talk about the glory of war. You guys need to know that most of the boys in Iwo Jima were 17, 18, and 19 years old - and it was so hard that the ones who did make it home never even would talk to their families about it.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; (He pointed to the statue) 'You see this next guy? That's Rene Gagnon from New Hampshire. If you took Rene's helmet off at the moment this photo was taken and looked in the webbing of that helmet, you would find a photograph... a photograph of his girlfriend. Rene put that in there for protection because he was scared. He was 18 years old. It was just boys who won the battle of Iwo Jima .. Boys. Not old men.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; 'The next guy here, the third guy in this tableau, was Sergeant Mike Strank.. Mike is my hero. He was the hero of all these guys.. They called him the 'old man' because he was so old. He was already 24. When Mike would motivate his boys in training camp, he didn't say, 'Let's go kill some Japanese' or 'Let's die for our country.' He knew he was talking to little boys. Instead he would say, 'You do what I say, and I'll get you home to your mothers.' Arizona Ira Hayes was one who walked off Iwo Jima .. He went into the White House with my dad. President Truman told him, 'You're a hero' He told reporters, 'How can I feel like a hero when 250 of my buddies hit the island with me and only 27 of us walked off alive?' So you take your class at school, 250 of you spending a year together having fun, doing everything together .. Then all 250 of you hit the beach, but only 27 of your classmates walk off alive. That was Ira Hayes He had images of horror in his mind. Ira Hayes carried the pain home with him and eventually died dead drunk, face down at the age of 32 (ten years after this picture was taken).&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; 'The next guy, going around the statue, is Franklin Sousley from Hilltop, Kentucky . A fun-lovin' hillbilly boy. His best friend, who is now 70, told me, 'Yeah, you know, we took two cows up on the porch of the Hilltop General Store. Then we strung wire across the stairs so the cows couldn't get down. Then we fed them Epsom salts. Those cows crapped all night.' Yes, he was a fun-lovin' hillbilly boy. Franklin died on Iwo Jima at the age of 19. When the telegram came to tell his mother that he was dead, it went to the Hilltop General Store. A barefoot boy ran that telegram up to his mother's farm. The neighbors could hear her scream all night and into the morning. Those neighbors lived a quarter of a mile away.&lt;br /&gt;&lt;br /&gt; 'The next guy, as we continue to go around the statue, is my dad, John Bradley, from Antigo, Wisconsin , where I was raised. My dad lived until 1994, but he would never give interviews. When Walter Cronkite's producers or the New York Times would call, we were trained as little kids to say 'No, I'm sorry, sir, my dad's not here. He is in Canada fishing. No, there is no phone there, sir. No, we don't know when he is coming back.' My dad never fished or even went to Canada . Usually, he was sitting there right at the table eating his Campbell Soup. 'You see, like Ira Hayes, my dad didn't see himself as a hero.. Everyone thinks these guys are heroes, 'cause they are in a photo and on a monument. My dad knew better. He was a medic.. John Bradley from Wisconsin was a caregiver. In Iwo Jima he probably held over 200 boys as they died. And when boys died in Iwo Jima , they writhed and screamed, without any medication or help with the pain. 'When I was a little boy, my third grade teacher told me that my dad was a hero. When I went home and told my dad that, he looked at me and said, 'I want you always to remember that the heroes of Iwo Jima are the guys who did not come back. Did NOT come back.' 'So that's the story about six nice young boys. Three died on Iwo Jima , and three came back as national heroes. Overall, 7,000 boys died on Iwo Jima in the worst battle in the history of the Marine Corps. My voice is giving out, so I will end here. Thank you for your time.'&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; Suddenly, the monument wasn't just a big old piece of metal with a flag sticking out of the top. It came to life before our eyes with the heartfelt words of a son who did indeed have a father who was a hero.. Maybe not a hero for the reasons most people would believe, but a hero nonetheless. We need to remember that God created this vast and glorious world for us to live in, freely, but also at great sacrifice Let us never forget from the Revolutionary War to the current War on Terrorism and all the wars in-between that sacrifice was made for our freedom. Remember to pray praises for this great country of ours and also pray for those still in murderous unrest around the world.. STOP and thank God for being alive and being free at someone else's sacrifice. God Bless You and God Bless America ...&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:180%;"&gt;REMINDER: &lt;span style="font-size:100%;"&gt;Everyday that you can wake up free, it's going to be a great day. One thing I learned while on tour with my 8th grade students in DC that is not mentioned here is . . that if you look at the statue very closely and count the number of 'hands' raising the flag, there are 13. When the man who made the statue was asked why there were 13, he simply said the 13th hand was the hand of God. Since the toolbox and also these cabinets in her area are USPS property why is it that you were made to clean up your postal property and she is not made to clean up the her postal property in her area? Disparate treatment between craft employees or is it more preferential treatment since she is only a maintenance clerk who is operating as a general secretary for our Maintenance Managers.&lt;br /&gt;&lt;br /&gt;Notice the US Flag and family pictures.... That Jim Land will be taking his place for sometime till his replacement is here. Yes, I have... I completely admit it. Been taking the time to say good bye to friends who have been excessed from MLS and others who have become part-time regulars instead of having to relocate and move to other locations.&lt;br /&gt;&lt;br /&gt;Also been trying to keep track of the comedy show that is going on in Maintenance. Especially since, Maintenance has taken 2 of operations finest(bullshit) into it. Talking with people from Maintenance I find it amusing that Gary Hill believes that he can run Maintenance like he has been running operations before. Has he not heard of the old adage "If it is not broke leave it alone".... I sincerely doubt that he has. Also, I see on Tour 2 that Veronica has stepped down from being a 204b due to not enough Support Clerks are available to do the work in Tool and Parts. I do give out a sincere support to Sandy Liss who is currently away due to illness. I wish her the best and for a speedy recovery.&lt;br /&gt;&lt;br /&gt;Just a reminder for everyone... On Thursday, 21 May, there will be a General Membership meeting at the Local 197 in Mission Valley office at 6pm or 1800 to all you military types. (I mean to the clerks being excessed)</title><content type='html'>&lt;span style="font-family: arial;"&gt;Well... I just thought I would wish the clerks who are being excessed  a "Good bye and Good Luck" for the new positions they will be taking. Whether it is at a new station, new city, or even a new craft. But, I have heard that some have decided not to continue to be full-employees with USPS anymore. Instead, they have chosen to become Part Time Regulars (PTR) instead of having maybe to move to another city or maybe change crafts. Good luck to all of you who decided to become PTR's. I hope it was the best decision for you.&lt;br /&gt;&lt;br /&gt;Now, has anyone heard when the mailhandlers are going to continue with their excessing? Drop a line here and let us know what is going on.&lt;br /&gt;&lt;br /&gt;Talking about excessing.... Even management is finally feeling it a little... hahahahahaha Take for instance, Gary Hill from Tour 2 he is being excessed but he dont' seem to mind since he is being detailed over to Maintenance to as a Level 23 (currently Level 20) plus then he still gets to stay on at MLS P&amp;amp;DC.&lt;br /&gt;&lt;br /&gt;Now I know some of you have seen little short redhead named Gretchen back on the workroom floor of MLS ove the past two weeks. Why? Was she not detailed up to Moreno Valley to be the Senior MDO for that plant? Maybe it was something that she either was not prepared for or incapable of doing properly. Since then I have heard from the mailhandlers that Management has messed up when it come to doing the excessing. They got sent away to a couple of different areas and then they were brought back to where they started. This was actually a lucky thing for the clerks. Since it showed the shortcomings of the excessing when it is done improperly. This is going to cost USPS management more than they expected. So maybe less craft workers will be effected by the excessing due to the cost of moving employees.&lt;br /&gt;&lt;br /&gt;Now I am curious about something.... How many of you out there know of or knew of Management being married to craft employees? How does this affect the employees around these individuals? I have not been around as long as many of you. So I would like to begin compiling a list of these individuals, where they are currently and how you think they affect the ones around them.&lt;br /&gt;&lt;br /&gt;1. Gary Hill MDO T-2 MLS P&amp;amp;DC and Armi Hill Clerk T-1 MLS P&amp;amp;DC from what I have observed with both of them on separate tours there is not much impact on the employees around them.&lt;br /&gt;&lt;br /&gt;2. Charles Sweet T-2 Maintenance Manager (supposedly detailed to Pacific Area but he still is running MLS P&amp;amp;DC and Midway Maintenance) and Veronica Phung (Sweet) T-2 Maintenance Support Clerk from what I have heard and observed there is a large impact on the employees around these individuals both on the craft and management side. For you never know when you speak up about something how soon it will get back to Charles either by Veronica when they go home or when she walks directly into Charles office to speak with him. Now it is even better with her again going to be a 204b in charge of Maintenance employees. Why is she in a 204b position when her husband is in charge of Maintenance. Oh, yes... someone will say that Lee Miller is actually in charge while Charles Sweet is up in Pacific Area. So far what I have heard is that Tour 3's meeting will be at 5pm on the 18th of February.&lt;br /&gt;&lt;br /&gt;So what will be told to all the employees at the plant? That things are getting tough and we all must work together to lower our costs. Or will he also talk about the excessing of clerks and mailhandlers. But, let's not forget that with less craft employees that EAS employees will be scampering for jobs or they will be excessed also.&lt;br /&gt;&lt;br /&gt;I know ask your help to talk to other employees and to post here if there is going to be more meetings for the other tours at Midway and MLS P&amp;amp;DC. Plus what is going on at the stations?? Are they going to be given Town Hall Meetings by the San Diego Area Manager or his staff? So they can be properly informed of what is going on within their craft and work area.&lt;br /&gt;&lt;br /&gt;Communication between each of us is important so that we can respond quickly and efficently to whatever management has planned. As long as Management goes by the contract I have no problems with them. Why is he leaving it now? Is it because he did not really want to be a member or was it only for the power trip? So I thought he was going to stay in and "help" other members? Well, in my opinion it is no loss to this Local since he screwed it up during his 3 yrs in office.&lt;br /&gt;&lt;br /&gt;Also, I have hear that soon our Local will have to have a special election for the Vice President position. Something about how Will Tagart abused his position as a Chief Shop Steward while campaigning for his office. Some of these problems will be due to the economy and the fallout of our National problems. I will pick on Maintenance again since they so often do not feel the need to follow the rules like all of us other employees. Just a few days ago, I brought up about how Maintenance Managers/Supervisors/204b's feel they "need" their own private entrance into MLS P&amp;amp;DC that has no security or control on it. Well, there is at least one craft employee that feels the same way. This employee is a support clerk in Maintenance for Tour 3. This employee's name is Veronica Phung. I would like for everyone to think back to when the last time this person actually walked into or out of the employee's entrance like all the other craft employee's. Why should she be any different than any other craft employee?  Is it because she believes that this rule is one that does not pertain to her? Or is it maybe because of her relationship with Charles Sweet?&lt;br /&gt;&lt;br /&gt;What do you think?&lt;br /&gt;&lt;br /&gt;Now let me hear from all of you about employee's you work with that think that rules do not pertain to them. I still have a few things to get off my chest. So I will start with this one today... In a few more days I will continue getting things off my chest.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;     Even with the excess notices being given out to clerks and mailhandlers I still notice a lot of them let the supervisors continue to do craftwork instead of just supervising.  Do these individuals think that this supervisor actually cares about them? Or just that the mail is gotten out of there quicker? I only hear about what is going on via my fellow employees. Their moans and groans about what is wrong in our Union and in the Postal Service. From what I gather so far a lot of folks are wondering just what our Union has been doing for us during this period that we are in now. People talk about being excessed, having to change tours due to jobs being abolished or consolidated, decreased mail volume and many other items that effect our lives.&lt;br /&gt;&lt;br /&gt;Well I have thinking about it quite a bit. Yes, I consider myself fortunate to work for the Postal Service and to have our Union working to make this a better job.  I could picture our job it we did not have the Union and their representatives working to our benefit. The majority of us would not be as well off as we are now. In this majority of individuals I include anyone who is a craft employee and most of EAS employees. The reason I include the EAS employees is that whenever the craft employees are getting their raises and benefits increased so are the EAS employees many of which belong to NAPS. The Postal Service if it could would love to get rid of the majority of its employees if it could. Because like any business the employees are a major cash drain. Instead of paying employees the wages and benefits that we recieve now. The Postal Service would love to employ individuals who would make only mininum wage with no or minimal benefits.&lt;br /&gt;&lt;br /&gt;Look around you... how many jobs do you know of can give you up to 26 paid days of vacation time each year. This does not include the holidays that you are off either.  Or would you rather work for someplace like Mervyns, Circuit City, or even Linen &amp;amp; Things or similar stores? You think we have it bad working in our respective areas well the stores I named above the employees have it a lot worse than either you or I. Care to change places with anyone who works there? At one time, I thought that this could be used for all of us to talk on this blog about what is going on around the county that is affecting our jobs. But, currently that is not happening. I think I will begin with saying "Good luck to all who are going up to Morena Facility. I wish you all the best." Boy, that was an easy one... felt pretty good also.&lt;br /&gt;&lt;br /&gt;Now time to pick on the mailhandlers... I hear that Bob Monzon won again... by only maybe 10 votes this time. I do wander if there was a recount to verify his winning. Other than see him walk around on the floor periodically I have not seen him do any work for I to long. Also talking about mailhandlers... look at the ones on the LCTS they all appear to be hard working. So why does everyone tell me about how Carmen, Peter, Cristina and Jack (last 2 are 204b's) are doing labeling, scanning, loading and moving equipment? Do not the mailhandlers care enough about their jobs to tell these supervisors and supervisor wannabe's to leave the mail alone? Or is it that they do not care enough.... Then there is Bob and Dwight why have they not talked with these supervisors and 204b's or hit them with enough paper to bury them in paperwork vice doing craft work.&lt;br /&gt;&lt;br /&gt;Now onto the clerks.... What is going to happen to the clerks on Tour 2 who work on the 100's? From all rumours and indications appears that all of them are going to be starting either much later in the day like noon... or very late at night.  Does this mean that the junior clerks who left earlier are actually in a better position since they have bids and these senior clerks maybe left as unassigned regulars?&lt;br /&gt;&lt;br /&gt;What is it that makes you upset? So 200,000,000 might be  a fair stab at adults 18 and up..&lt;br /&gt;&lt;br /&gt;So divide 200 million adults 18+ into  $85 billon that equals $425,000.00.&lt;br /&gt;&lt;br /&gt;My plan is to give $425,0 00 to  every person 18+ as a We Deserve It Dividend.&lt;br /&gt;&lt;br /&gt;Of course, it would NOT  be tax free.&lt;br /&gt;&lt;br /&gt;So let's assume a tax rate of 30%.&lt;br /&gt;&lt;br /&gt;Every individual  18+ has to pay $127,500.00 in taxes.&lt;br /&gt;&lt;br /&gt;That sends $25,500,000, 000 right  back to Uncle Sam.&lt;br /&gt;&lt;br /&gt;But it means that every adult 18+ has $297,500.00 in  their pocket.&lt;br /&gt;&lt;br /&gt;A husband and wife has $595,000 .00.&lt;br /&gt;&lt;br /&gt;What would you  do with $297,500.00 to $595,000.00 in your family?&lt;br /&gt;&lt;br /&gt;Pay off your mortgage  - housing crisis solved.&lt;br /&gt;&lt;br /&gt;Repay college loans - what a great boost to new  grads&lt;br /&gt;&lt;br /&gt;Put away money for college - it'll be there&lt;br /&gt;&lt;br /&gt;Save in a bank -  create money to loan to entrepreneurs.&lt;br /&gt;&lt;br /&gt;Buy a new car - create  jobs&lt;br /&gt;&lt;br /&gt;Invest in the market - capital drives growth&lt;br /&gt;&lt;br /&gt;Pay for your  parent's medical insurance - health care improves&lt;br /&gt;&lt;br /&gt;Enable Deadbeat Dads to  come clean - or else&lt;br /&gt;&lt;br /&gt;Remember this is for every adult U S Citizen 18+  including the folks who lost their jobs at Lehman Brothers and every other  company that is cutting back. And of course, for those serving in our  Armed Forces.&lt;br /&gt;&lt;br /&gt;If we're going to re-distribute wealth le t's really do  it...instead of trickling out a puny $1000.00 ( "vote buy" ) economic  incentive that is being proposed by one of our candidates for  President.&lt;br /&gt;&lt;br /&gt;If we're going to do an $85 billion bailout, let's bail out  every adult U S Citizen 18+!&lt;br /&gt;&lt;br /&gt;As for AIG - liquidate it.&lt;br /&gt;&lt;br /&gt;Sell  off its parts.&lt;br /&gt;&lt;br /&gt;Let American General go back to being American  General.&lt;br /&gt;&lt;br /&gt;Sell off the real estate.&lt;br /&gt;&lt;br /&gt;Let the private sector bargain  hunters cut it up and clean it up.&lt;br /&gt;&lt;br /&gt;Here's my rationale. Even our bread and butter mail the BBM (also known by many at home as "junk mail") has fallen off some. So now USPS is offering the VERA to just about anyone who wants to take it. Well, I do not know about most of you who maybe looking at taking the early out. But, if your not ready for it I would look long and hard at it. Only thing the Postal Service is offering you is a chance to leave before you might be ready to do so. If you do leave are you going to be able to live in the style you are accustomed to be living. Or will you be looking for anohter job either part-time or full-time which does not have the medical, dental, or other benefits that some of us have taken for granted for many years.&lt;br /&gt;&lt;br /&gt;Now about McCain and Obama.... In my opinion the jury is still out on which one would make the best person to lead this Nation for the next four years. Right, now neither individual is a "perfect" choice. So, that leaves it up to you and me to choose what is commonly called "the lesser of two evils" to lead this Nation. Who will it be? I will keep doing my research, listening to other individuals, and weigh this choice with care. Our former(thank God) President Ricky Cornelius is doing?&lt;br /&gt;&lt;br /&gt;Since this being the month of August with the convention in Las Vegas shortly. Soon he will get to hear his name being read up there in Vegas if he dares to show up to accept what the National will have to say about him about those charges that were denied at our local.  Being found guilty and then having his cronies in the membership then vote to not uphold the findings of our own board.&lt;br /&gt;&lt;br /&gt;What will the National have to say? Would anyone care to take a "WAG" (Wild Assed Guess) at it?&lt;br /&gt;&lt;br /&gt;Well I will try to take a shot at it. Do not know how accurate this prediction will be.&lt;br /&gt;&lt;br /&gt;1.  I will take a guess that the Tour Steward Program will "hopefully" come back in some form by the end of August.&lt;br /&gt;&lt;br /&gt;2.  USPS will not get enough volunteers(IE...idiots" on the "EOP" (Early Out Program) without out offering some form of financial incentive.&lt;br /&gt;&lt;br /&gt;3.  Supervisors maybe asked to step down back into craft by Bertolina if they continue to do craft work instead of supervising their craft workers.&lt;br /&gt;&lt;br /&gt;4. I admit I do not know everything about what is going on either at MLS, Midway or at any of the stations. But, if I hear of something that I believe is not correct or about something that is not being done I will try to bring it to your attention.&lt;br /&gt;&lt;br /&gt;What I would like to do is hear from anyone out at the stations on how things are going out there in the "real world". Plus, I also like to hear from others at MLS or Midway from all the Tours since there are many changes either taking place or on the horizon. Since I have seen all the Tours at MLS losing all their casuals and MDO's and supervisors talking about changing that will be coming shortly.&lt;br /&gt;&lt;br /&gt;So, for the next week or so I am going to turn this blog over to you. I am going to leave this completely unmoderated. Saved the ten-four program for maintenance.&lt;br /&gt;2. Mmmmm  what else???  Has Jim Roland doing some type of work for the Union.&lt;br /&gt;&lt;br /&gt;What has Tom Wood not done?&lt;br /&gt;&lt;br /&gt;1.      &lt;strong&gt;NOT&lt;/strong&gt; posted a new stewards roster- the one posted still shows Clark Moody as a Tour One steward and Francisco B. as a Tour Two steward (both of these individuals are in maintenance). Do you think this will cause problems with grievances????&lt;br /&gt;&lt;br /&gt;2.      &lt;strong&gt;NOT&lt;/strong&gt; posted a station steward list.  (while Tom has posted a notice on the Carmel Mountain Union office door naming some chief stewards he has failed to post anything on ANY other bulletin boards) THE MEMBERS HAVE A RIGHT TO KNOW WHO IS THEIR STEWARD!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;3.      &lt;strong&gt;NOT&lt;/strong&gt; had Ricky’s name removed from the joint statement on safety posted on the bulletin board near the men’s locker room.&lt;br /&gt;&lt;br /&gt;4.      &lt;strong&gt;NOT&lt;/strong&gt; had any new shop stewards classes to train all stewards.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;5.      &lt;strong&gt;NOT&lt;/strong&gt; got the Tour Steward program returned.&lt;br /&gt;&lt;br /&gt;6.      &lt;strong&gt;NOT&lt;/strong&gt; got the Union web site up and running. Bertolina. Also, I heard that our own Vice President Tagart was in early walking around prior to the meeting. Unfortunately, I was not able to go there last night. So, I am asking anyone of you out there to give myself and anyone else unable to attend this meeting some feedback on what took place and your own thoughts on this matter. Plus over the course of the next few days Tour Two and Three will have their own "Town Hall Meetings". Then next week will be Midway's turn for having "Town Hall Meetings".&lt;br /&gt;&lt;br /&gt;I look forward to hearing from all of you. I freely admit to not knowing everything there is about our own local and also what goes on at the national level of the APWU.&lt;br /&gt;&lt;br /&gt;Here is the basics of what I have been told. I am withholding the names of individuals and also of the local involved. Please feel free to give constructive and meaningful answers.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt; I would sincerely appreciate any guidance or suggestions you can send my way. We have a shop steward in place that is constantly running to management turning in union employees for every small transgression. We need protection from our SHOP STEWARD!! &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;Several years ago, a number of clerks signed a letter to try and have this steward removed from office. The "then" president said he could not do it. We have recently approached the latest president to try again and he said he would look into it. It was very nice to actually to have some relevant information being given out. I am in full agreement with our local officers and trustees that we now must work together to leave behind the legacy/disaster that Rick Cornelius left for our local to recover from.&lt;br /&gt;&lt;br /&gt;So to all Union members talk to our officers and trustee's to let them know what you think our local needs.&lt;br /&gt;&lt;br /&gt;Also remember, that management is trying to downsize right now. Look around you, take a look at the casuals that are working currently. Very soon, neither the clerks or mailhandlers are going to have anymore casuals working. Why is this? Look around you to the mail volume that our plants are processing. To many times our supervisors are asking who wants to take annual leave right away. Protect your jobs.... Do NOT let a supervisor or 204B do your work. Let them supervise you while you are doing your job. But, most of all do not let them do you work.&lt;br /&gt;&lt;br /&gt;Contact your shop steward so something can be done about it. One month has passed....</title><content type='html'>Like I have put for a title  "June 2008... One month has passed...." it has just barely been one month since Tom Wood took over. I do not know about most of you but I have noticed a change in the way things are being done. Some of them I do not like and others are much better than when we had Cornelius.&lt;br /&gt;&lt;br /&gt;One thing, I feel is that right now we need to get our steward program back up and running so that those individuals can help our members who are in need of our help. I mean the full Tour Steward program. Before Cornelius took over this program gave us stewards that were very well trained and also had earned the respect for management. Then over the course of the last 3 years the program was subverted and abused by many wannabe stewards. I look forward to hopefully having trained stewards back again on each of the tours to help out our members at all times and our scabs also&lt;br /&gt;&lt;br /&gt;Yes, and I did use the word "scabs" differentiate between an Union member and a non-union member.  Because I believe it is not fair that the Union members should have to pay extra dues just to support the non union members. But, as mandated by federal law we cannot discriminate towards non union members... Since I was not ready to post I just decided to let it sit here on the net. Well, looks like I have upset some of our folks out there in the world.&lt;br /&gt;&lt;br /&gt;Someone decided to try to shut me down accusing this blog to be a spam blog or something that needed to be restricted.
